References and Qualification requirement:1）資質(zhì)要求：1) Qualification requirement:A. 投標(biāo)人必須是具有獨(dú)立法人資格的氣動(dòng)低溫蝶閥制造商或代理商。獨(dú)立法人資格要求：關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一的營業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明,以證明投標(biāo)人具有獨(dú)立法人資格。Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Pneumatic Cryogenic Butterfly Valve.Independent legal entity requirements: Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registration certificate. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.B. 代理商要求：如果投標(biāo)人所投的貨物（氣動(dòng)低溫蝶閥）不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書。如果產(chǎn)品是國內(nèi)制造商生產(chǎn)，則不接受代理商，僅接受制造商投標(biāo)。If the goods is not manufactured by bidder, the bidder shall obtainthe only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China. If the manufacturer is domestic, agent is not accepted and only the manufacturer as the bidder is accepted.C. 投標(biāo)人應(yīng)提供閥門制造商以下三類有效認(rèn)證證書復(fù)印件，若三類認(rèn)證證書包含產(chǎn)品的類型、口徑、溫度和壓力等級(jí)其中的一種或幾種參數(shù)，則其證書中的相應(yīng)參數(shù)的批準(zhǔn)范圍需覆蓋本次招標(biāo)產(chǎn)品的相應(yīng)參數(shù)范圍。所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績的制造商、此次投標(biāo)貨物的制造商一致：The bidder?shall provide?copies of the three type certifications ofthe manufacturer when?bidding, if the three type?certifications include one or several parameter of?valve?type, size, temperature and pressure, the corresponding parameter shall?cover the corresponding valve’s highest?parameter inthe bidding documents. The name of manufacture on the certificate?shall be the same with?the manufacture of?References and the manufacture ofthe bidding Goods:（1）防火證書：蝶閥制造商必須具有API 607或API 6FA或ISO10497防火證書。Fire test certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification.（2）外密封性能：閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測試的TA-LUFT證書或ISO 15848 PART 1的認(rèn)證。Leakage certification：Valves shall have a reliable outside sealing performance and meet?the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUF certification or ISO 15848 PART 1.（3）特種設(shè)備證書： 國內(nèi)閥門廠商提供壓力管道元件制造許可(TS 認(rèn)證)，國外閥門廠商應(yīng)提供壓力管道元件型式試驗(yàn)報(bào)告或證書（-196℃），如無，需書面承諾于供貨前提供。Special Equipment：Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate).Foreign manufacture shall provide the pressure piping component Type Test (-196℃) Report or Certification released by the national authority agency of China,When these are not available, there should be written commitment which providing it before supply.D對產(chǎn)品制造商的要求：Requirements for product manufacturers產(chǎn)品制造商應(yīng)滿足以下要求: The manufacturer of the product shall meet the following requirements（1）防爆合格證：閥門定位器、電磁閥、限位開關(guān)應(yīng)具有由國家授權(quán)的監(jiān)督檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證，須在投標(biāo)時(shí)提供防爆合格證書。閥門定位器、限位開關(guān)的防爆等級(jí)不低于ExiaⅡBT4；電磁閥的防爆等級(jí)不低于ExdⅡBT4。Explosion-proof certificate:Valve positioners, solenoid valves, and limit switches shall have explosion-proof certificates issued by China_EpSingleQuotes_s authorized supervision and inspection agencies. And the vendor should supply explosion proof certificate when bidding. The explosion-proof class of valve positioner and limit switch shall not less than Exia Ⅱ BT4,and that of solenoid valve shall not less than Exd Ⅱ BT4.（2）電氣設(shè)備產(chǎn)品認(rèn)證：電磁閥、定位器和限位開關(guān)須在投標(biāo)時(shí)提供CCC認(rèn)證證書。Electrical product: The CCC certificate of valve positioners, solenoid valves, and limit switches shall be supplied when bidding. （3）SIL證書：針對數(shù)據(jù)表中有SIL認(rèn)證要求的閥門，閥門、執(zhí)行機(jī)構(gòu)、電磁閥應(yīng)分別提供SIL 2證書。投標(biāo)人在投標(biāo)時(shí)需提供上述證書，SIL認(rèn)證應(yīng)為SIL Certification證書，不接受Functionality Safety Verification證書，證書需在有效期內(nèi)。SIL Certificate：The bidder shall provide the SIL2 certificate covering the vavle, actuator and solenoid valve, if the datasheet required.The bidder shall provide the certificate when bidding. The certificate shall be SIL Certification, the Functionality Safety Verification is not accepted. The certificate shall be within the validity period.2）業(yè)績要求： Requirementsof performance:（1）自2010年1月1日至投標(biāo)截止之日（合同簽署時(shí)間），所投產(chǎn)品制造商具有至少3個(gè)中國境內(nèi)LNG接 收站（規(guī)模不小于200萬噸/年）深冷蝶閥使用業(yè)績，其中有一個(gè)單項(xiàng)合同供貨業(yè)績包含深冷蝶閥 供貨總數(shù)不低于10臺(tái)，且此單項(xiàng)合同中至少有1臺(tái)尺寸≥42"且磅級(jí)≥150LB的深冷蝶閥。 Since January 1, 2010 to the deadline of the bid (according to the date of contract signature), the manufacturer shall have performance of the Cryogenic butterfly valves in at least three LNG receiving terminals (no less than 2 million tons/year) in china, and among them there is at least one contract of which has the total quantity of the Cryogenic butterfly valves no less than 10 sets, and there is at least 1 set of cryogenic butterfly valve with size ≥42" and class ≥150LB included in the same contract.(2) 投標(biāo)人須提交有效的業(yè)績表和相關(guān)證明文件（“1.合同復(fù)印件相關(guān)章節(jié)”和“2.用戶使用證明或用戶調(diào)試報(bào)告”。如前述1和2無法體現(xiàn)接收站名稱和規(guī)模，須提供其它證明接收站名稱和規(guī)模的公開發(fā)行文件）。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱及類型（深冷蝶閥）、裝置名稱及規(guī)模（LNG接收站，不小于200萬噸/年）、供貨數(shù)量、閥門尺寸、磅級(jí)。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證前述業(yè)績信息，均視為無效業(yè)績。The bidder shall submit valid performance tables and related documents (“1.Copies of contract related sections”and “2. User usage certificate or user commissioning report ”.If 1 and 2 above do not reflect the name and size of the receiving station, other public offering documents proving the name and size of the receiving station must be provided ).The performance certification documents must at least reflect the following contents: contract signing date, name and type of goods (Cryogenic butterfly valves), name and scale of the device (LNG receiving station, no less than 2 million tons/year), quantity of supply, valve size, pound class. Failure to submit the performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, shall be deemed as invalid performance.（3）投標(biāo)人所報(bào)的本次招標(biāo)低溫蝶閥（包括閥門本體、主要部件）的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績中的低溫蝶閥（包括閥門本體、主要部件）原產(chǎn)地以及制造商一致，且所投本次招標(biāo)低溫蝶閥（包括閥門本體、主要部件）應(yīng)在其原產(chǎn)地工廠進(jìn)行生產(chǎn)和檢驗(yàn)，不得委托加工.投標(biāo)人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績證明文件，包括1.合同復(fù)印件或2.報(bào)關(guān)單或3.原產(chǎn)地證明或4. BV、DNV、勞氏等國際知名第三方檢驗(yàn)機(jī)構(gòu)出具的報(bào)告，例如出廠檢驗(yàn)報(bào)告、制造過程檢驗(yàn)報(bào)告等。The original place and manufacturer of cryogenic ball valves of the bidder’s quotation shall be in accordance with the original place and manufacturer of the cryogenic ball valves of the offered performance, and must be processed and inspected in the original place, OEM is forbidden. To prove country of origin and manufacturer, Bidder shall provide the reference evidence, including 1.contract copies or 2. customs declaration or 3.place of origin certificate or 4. certified by a third authority such as Lloyd_EpSingleQuotes_s, BV or DNV or other internationally renowned authority, the certification include factory inspection report,?manufacturing process inspection report, etc.3）質(zhì)量要求：提供制造商ISO9001質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書。認(rèn)證范圍應(yīng)至少包括氣動(dòng)低溫蝶閥的生產(chǎn)或制造范圍。境內(nèi)制造商的質(zhì)量管理體系認(rèn)證應(yīng)在中國國家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站（http//www.cnca.gov.cn/）核實(shí)，無法核實(shí)的視為無效證書。Manufacturer shall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the product manufacturer. The scope of certification shall at least include producing or manufacturing for pneumatic cryogenic butterfly valve. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.4) 從中華人民共和國關(guān)境內(nèi)提供的貨物：投標(biāo)截止時(shí)間前已進(jìn)口的貨物：不接受；投標(biāo)人擬自行進(jìn)口后銷售給招標(biāo)人的貨物：不接受。For goods offered from outside PRC customs territory:For goods already imported prior to the deadline for?submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee?after import（not allowed）.
